Lexus driver drunk, 30 mph over speed limit when she killed a man in Broward, cops say

A Plantation woman had several drinks at two bars before speeding on a Sunrise road and plowing her Lexus SUV into the rear of a Nissan Altima stopped at a red light, according to an arrest affidavit.

Roosevelt Joseph, the Nissan’s driver, died on Northwest 136th Avenue at 11:30 Nov. 18. He was 42.

Emily Bell, 33, was booked into Broward County jail on Tuesday and charged with DUI manslaughter, vehicular homicide, three counts of DUI with property damage or injury and three counts of reckless driving with damage to person or property. As of Thursday afternoon, Bell remains jailed on a $153,300 bond.

Nov. 18, before and after the crash

The arrest affidavit says receipts, video and statements from bartenders and Bell’s passenger, Tyrone Skinner, say Bell and Skinner bounced from CJ Blacks Restaurant at 11300 State Road 84; to the Boatyard, 1555 SE 17th St. in Fort Lauderdale; and back to CJ Blacks in Davie, having alcoholic drinks at each place.

While at Broward Health Medical Center, the affidavit says, Bell told a Sunrise officer wearing a bodycam that she had “a couple of tequilas.” CJ Blacks bartenders recalled Bell’s favorite drink as Casamigos Blanco and soda, and the affidavit says multiple receipts show this drink throughout the night.

Bell’s assessment of her consumption followed an ambulance trip during which, the affidavit said, Bell claimed she “could piss anywhere I like” and told a Sunrise officer she would urinate on him for the fun of it.

The affidavit said her blood alcohol level measured 0.15. The legal limit is 0.08.

Joseph was sitting at a red light at 1699 NW 136th Ave., a 45 mph zone just over a mile south of Sawgrass Mills Mall and the Florida Panthers home, FLA Live Arena. Investigators wrote that when they got into the electronic data recorder on Bell’s Lexus RX-350 it showed her speed as 85 mph 1.45 seconds before the crash, and 78 mph just 45 hundredths of a second before the crash.
