Foster is inactive due to groin injury he suffered last week. Mike Pouncey (hip) will miss his third straight game.
Better news for starting defensive end Jason Jones, meanwhile. Jones will play after rolling his ankle in Thursday’s practice.
The Dolphins’ five other inactive players Sunday: wide receiver Justin Hunter, safety Jordan Lucas, linebacker Spencer Paysinger, guard Dallas Thomas and defensive end Terrence Fede.
The Browns’ inactive list includes starting corner Joe Haden, who has a groin injury.
