Desalinate water
Somebody should tell FPL about desalination machines. They convert sea water into fresh. Just about every cruise ship has one on board that is used mainly for the bathroom. But it can also treat water to be used for anything, including drinking.
The idea of taking water from the aquifer is too idiotic to even consider.
