Tax refunds
Most of us have to pay an income tax.
The federal government has an income. It may sound unusual, but if a flat 10 percent on that income were returned to the states it could be used to create new American jobs, build new schools and much more.
These new jobs would give the federal government a tax refund. And, we all love tax refunds.
