Sydney hostages

Here's what I don’t understand: Although the Australian police finally freed some of the hostages in the Sydney terrorist attack that occured on Monday, two innocents were killed.

There were views of the hostage-taker in plain sight through the store’s window.

Why didn’t a sniper just take him out before any negotiations started?

This is what we need to do to save lives and send a message that this will not be negotiated, this will not be a media event.
