Traffic disasters

Here’s how to avoid a traffic disaster like the fatal wrong-way accident that closed the northbound Palmetto Expressway on Monday: First, commuters should watch TV traffic news or listen to radio traffic news and stay away from such Ground Zero areas.

To clear up such a bad and tragic accident will take many hours. However, would it be possible for local police and state troopers around the affected area to close down all entrances to the affected highway? Then drivers on the highway could be directed to turn around and exit via the entry ramps. I know, we are in Miami and this might be hard to grasp, but could we try rather than smolder forever on the blacktop?
