Insensitive Halloween photo?

I’m at loss to understand the prominent placement of Friday's Halloween photo on the front page.

Given what this community suffered in the brutal beheading of Steven Sotloff, whose family lives in Pinecrest, and given what humanity suffered in the other barbaric deaths perpetrated by Islamic State terrorists, surely there were other kids and costumes that could have been featured instead.
