Create safe prisons
It makes no difference how many scathing reports grand juries issue regarding the abuse of prisoners.
It makes no difference how many audits or other investigations are conducted.
Reports don’t generate change; they simply take up space while making everyone feel as if something has been done.
The only time there will be a difference, the only time that behavior will change is when punishment is meted out for mistreatment of prisoners. Then, and only then, will our prisons be safe.
