Is education better?

Instead of wasting time using PolitiFact on the guys running for governor, how about checking the facts behind the Florida Lottery’s claim that it has given $28 billion to education? Seems to me, if this were true, the education system would be in better condition and the school buildings themselves would be in better condition. The $28 billion sounds like “Pants on Fire” to me.
