From January 2008 to January 2010, I chaired the Civilian Investigative Panel. The Sept. 29 editorial, Epic fail, on the CIP is right on in every regard. The ordinance creating the panel in 2002 needs to be amended; the mission of the panel needs no amendment.
The panel was created to serve the interest of the public whenever police personnel are derelict in their duty to protect and serve the public. The role of oversight of the department is designed to protect the public.
The panel is the public’s advocate. An Independent Review Committee has made recommendations in its report.
It is the responsibility of the City Commission to amend the ordinance so that the panel can deliver on the promises the commission and administration made to Miami residents 12 years ago.
