Re the Sept. 25 article New rules on puppy sales upset activists and breeders: As a concerned pet owner, I welcome the new regulations on puppy sales. Unfortunately, they do not protect the serenity and peace of the neighborhoods or neighbors who live near an inconsiderate backyard hobby breeder who sells dogs directly to the public rather than to pet shops.
They are businesses and should not be permitted in residential areas. A backyard breeder who games the rules plays havoc with neighbors’ peaceful enjoyment of their home, flouts zoning and noise laws, has little overhead, generates hundreds of thousands of dollars over time, pays no sales or income taxes and competes unfairly with bona fide breeders and pet shops.
