Downtown traffic crunch

The members of the Brickell Avenue Homeowners Association who support Miami Worldcenter must be getting ready for the medical marijuana vote, since they must be smoking something at their meetings. Downtown Miami is unlike any other core in an urban area. Brickell Avenue is a traffic nightmare with congestion and speeders. Where does traffic control enter the picture? The only people directing traffic are the construction workers. Where in any other city is there a complete absence of police officers directing traffic? In the morning, Brickell is like NASCAR.
