Retest drivers to keep licenses

To improve traffic in Miami, all drivers should be required to be retested periodically. Start with just a written exam. If the driver does not meet a minimum score, then a road test with an examiner would be in order. License renewal could depend on it.

At the very least, if some study for the written exam, they just might be reminded what turn signals are for and how to determine the right of way, how to slow down and move over when approaching roadside vehicles and cyclists, how to turn on their headlights in the rain and turn off their brights when approaching an oncoming vehicle — etc.
