Biased headline

The Herald headline that said, “Palestinian shooter kills two, Israel says” is an insult. It implies some disbelief on the part of the newspaper.

The headline on the article below it said “18 killed in Turkey attack.” Why not change it to “18 killed in Turkey attack, maybe, maybe not”?
