Ticket bad drivers
How about putting police officers at every intersection at rush hour and ticketing drivers who sit in the intersection blocking traffic or who pull into it on a yellow light just before the red pops up?
Those tickets are worth $500 a piece, and the revenue generated (which we all know would be substantial) would go a long way to finding funds to alleviate the problem while also educating the public about civility and their fellow man.
