Proactive policing

I have been reflecting on my late friend, former Broward County Sheriff and Fort Lauderdale Police Chief Ron Cochran.

Over a quarter century ago, he was teaching proactive “community policing” as opposed to the now debunked “broken windows” policy (e.g., unconstitutional “stop and frisk”).
