As a commissioner of the city of Miami since 2017, I have been deeply concerned by the rising tide of scandals that have overshadowed our city’s governance and political discourse.

Over the years, our community has grappled with high-profile accusations and a growing mistrust in our institutions. The 2023 election further amplified this sentiment, with candidates passionately vowing to eradicate pettiness and restore integrity to our city.

Yet, substantial reforms have been absent, leaving us at a critical juncture where immediate and decisive measures are desperately needed.

The urgency of this moment cannot be overstated. Our city, renowned for its vibrant culture and dynamic potential, deserves to be celebrated for its strengths rather than be defined by its weaknesses.

We must move beyond rhetoric and take tangible steps to address the misconduct that undermines our community’s confidence and hampers our progress.

Unfortunately, we are still awaiting reports from the Auditor General, notably concerning the mishandling of COVID-19 gift cards – a serious problem involving the alleged resale of these cards.

Despite the pressing need for transparency, significant findings or actions have yet to come forward. This inaction underscores the need for a more robust and autonomous entity to oversee and audit city affairs, highlighting the undeniable need for change and the limitations of the current oversight system.

In response to this critical need, I proposed the creation of an independent Inspector General’s office to combat any allegations of corruption in our city. This office will be empowered with the authority to conduct thorough investigations and hold city officials responsible, offering a robust and effective solution to this ongoing issue.

With the city commission’s unanimous approval of my legislation, we have reached a significant milestone in our fight for accountability.

While the drama surrounding Miami’s political scene can be disheartening, I remain optimistic about our future. The potential office of the Inspector General represents a substantial leap forward.

By equipping this office with the necessary tools and authority, we are paving the way for a future characterized by greater transparency, integrity, and efficiency in government.

The proposed office of the Inspector General would surpass the limited scope of the current Auditor General. It would have the authority to issue subpoenas, demand appearances and collect evidence crucial for uncovering misconduct. This office would audit and review past, present, and future programs, contracts, and transactions, ensuring that all city activities are conducted with integrity.

We can establish a comprehensive oversight mechanism by granting the Inspector General the power to require reports from all city entities, including the mayor, city commissioners, managers, agencies, and independent bodies.

The office would scrutinize procurement processes, project designs, bid specifications, contractor activities, and compliance with contract specifications, thus detecting and preventing fraud. This comprehensive oversight will provide reassurance to the residents of Miami.

Moreover, the Inspector General’s office would be empowered to investigate citizen complaints, a vital function for maintaining public trust. It could subpoena witnesses, administer oaths and demand the production of records – capabilities the existing Auditor General lacks.

The Inspector General’s role in investigating citizen complaints ensures that the office remains accountable, directly responding to the concerns of Miami’s residents and demonstrating its commitment to serving the public interest.

Miami urgently needs structural change to combat corruption and cronyism effectively. An independent Inspector General with the authority to investigate at all levels of government is a crucial step toward restoring integrity in our city.

This transition from rhetoric to action will demonstrate to the people of Miami that we are committed to real change. Establishing the Inspector General’s office will ensure that our government operates transparently and efficiently and inspire confidence in our city’s future, benefiting all its residents.

With the creation of the Inspector General’s office, Miami is poised to overcome its challenges and emerge stronger.

On Aug. 20th, voters can make a positive impact by supporting this initiative, setting our city on a path to a brighter future.

Join me in moving Miami forward by voting YES on Miami Referendum 1, which eliminates the office of the existing Independent Auditor General.

Then vote YES on Miami Referendum 2, which creates the new office of the Independent Inspector General in the city..

Manolo Reyes is a city of Miami commissioner representing District 4.
