Tropical Storm Fred has formed off the coast of Africa with 40 mph winds.

A tropical storm warning and hurricane watch are in effect for the Cape Verde Islands.

At 11 a.m. Sunday, Fred was moving northwest at about 12 mph, a path expected to continue through Tuesday. Maximum sustained winds were 50 mph.

Strengthening is expected in the next 48 hours, according to the National Hurricane Center.
