The National Hurricane Center's 11 pm Thursday advisory reported that the weather system had gained sufficient intensity to be named Cindy. The tropical depression had upgraded to a tropical storm with winds of 40 mph

Tropical Storm Cindy is 1110 miles east of the Lesser Antilles, with maximum sustained wind of 40 mph. It’s moving 14 mph to the west-northwest.
