What Is the ‘Mamdani Act'? GOP Bill Banning Socialists, Marxists From US
Texas Republican Representative Chip Roy is set to introduce legislation that would make non-citizens who advocate for or are affiliated with socialist, communist, Marxist or Islamic fundamentalist movements inadmissible, deportable, denaturalizable and ineligible for naturalization, according to bill text first exclusively reported by Breitbart News.
The bill, dubbed the MAMDANI Act after New York City Mayor Zohran Mamdani - a democratic socialist - would also create new grounds for deportation of non-citizens already in the country. Notably, the legislation would bar judicial review of any determination made under its provisions.
The bill would amend existing immigration law to prohibit admission and naturalization of any non-citizen who is or was a member of, affiliated with, or advocates for a Chinese communist, communist, socialist, Islamic fundamentalist or other totalitarian party. It would also apply to anyone affiliated with any organization that advocates socialism, communism, Marxism or Islamic fundamentalism.
Under the deportation provisions, a non-citizen could be removed if they engage in advocacy for those ideologies, distribute or publish written or electronic material promoting them, or are members of affiliated parties or organizations - at any point after admission to the United States.
Roy told Breitbart News: “Why do we continue to import people who hate us? By targeting the Red-Green Alliance, this legislation deploys new tools to fight back against the Marxist and Islamist advance that has devastated Europe and has now arrived on our doorstep, especially in my home state of Texas.”
The bill specifically cites Mamdani, stating that his “very presence” and those “who champion Marxist ideologies” demonstrates how the immigration system “enables the mass importation of Marxists and Islamists.”
The legislation follows Roy’s October 2025 introduction of the Preserving a Sharia-Free America Act, which sought to bar foreign nationals who observe Sharia law from entering or remaining in the United States.
