Miami police have arrested a man who witnesses said was driving around in his car naked, looking at children walking to school and committing lewd and lascivious acts.
Damell Kadachie Elliott, 39, was arrested and charged with one count of loitering and prowling Tuesday morning after police received several calls from passersby who said they saw a completely nude man in a dark blue/purple 1998 Honda Accord drive around “masturbating while looking at children walking to school,” according to the arrest affidavit.
Police found Elliott at 759 NW 69th St. sitting in his car, which had cartoon character painted on it, with no shirt on and his pants apparently “pulled up from a seated position,” according to the report.
When the officers asked him “what he was doing parked there he stated that he was part of a neighborhood watch and was looking for illegal activity,” according to the affidavit.

Police discovered that Elliott lives several miles away and had his license suspended. When police contacted one of the 911 callers, she told officers that she had seen Elliott’s car in the neighborhood “almost every day before and after school.”
Elliott’s car was then towed and he was taken to the Special Victims Unit for questioning.
There, he told police that “he works with the police very closely in getting drugs and guns off the street,” according to the affidavit. But when asked for names of officers he worked with he could not give any, according to the report.
“He stated he worked with several units of the police department which have been out of operation for several years,” officers wrote.
Further investigation revealed that Elliott is under house arrest for aggravated battery.
Elliott is being held at Turner Guilford Knight Correctional Center. Records show his previous charges include burglary of an occupied conveyance and aggravated battery on a person 65 years or older.
