High-ranking Miami cop cuffed after slapping wife and spitting at her, officials say

A Miami police lieutenant — formerly an assistant chief of the department — was arrested on a domestic violence charge on Saturday.

Around 9:35 p.m., Thomas Carroll, 47, was handcuffed after an incident at his home earlier that day. According to his arrest report, two witnesses saw Carroll slap his wife twice and spit at her around 10 times during a heated argument.

Carroll’s wife, the report says, ran outside and called police for help. The lieutenant faces a domestic violence battery charge and has since been released from the Turner Guilford Knight Correctional Center.

Assistant Chief of Police Armando Aguilar said in a statement Carroll, who has been a lieutenant since 2023, has been relieved of duty, pending further investigation.

“When acts of domestic violence are perpetrated by law enforcement officers, they are especially disheartening, as they represent a breach of the sacred trust placed in us by the people we serve,” Aguilar said in the statement. “...We are committed to ensuring that a thorough investigation is conducted and that the victim receives all necessary support throughout this process.”

Carroll was recently mentioned in a racial discrimination lawsuit filed by former police officer Weslyne Lewis Francois, who is Black, and reported by the Miami Herald. Lewis Francios stated that Carroll acknowledged that Miami Police Chief Manuel Morales had a vendetta against her due to her race.
