A Miami-Dade preschooler missing for 12 days was last seen with her father, cops say

The last time anyone saw Ishtar Nicaisse, the 4-year-old girl was wearing a blue dress in the 1200 block of Northeast 111th Street. And she was with her father, Frantz Nicaisse.

That was 12 days ago, March. 2. On Tuesday, Miami-Dade police asked for help finding Ishtar.

Ishtar’s only about three-feet tall and weighs about 40 pounds. Online court records say her father’s last speeding ticket in Broward, on March 28, 2022, says he stands five-foot-seven and was driving a four-door 2015 Nissan. The North Miami Beach resident got ticketed in October in Miami-Dade in a car with Florida license plate No. 92BQDX, which is different than the Nissan’s plate.
