A 23-year-old woman was arrested and charged with DUI Wednesday morning after police say she hit a taxi driver as he stood by his car in a safety zone and then flipped her SUV.

Odessa Barandon told police she didn't know what happened.

“I was driving one minute and next I am upside down,” according to her police report.

Barandon, who is from France and working on a temporary visa, was heading north on Collins Avenue in a gray Volkswagen Tiguan at 5:15 a.m. when she hit the cab on the 4000 block of Collins Ave. Police said the cab was parked in a safety zone and the driver was either getting or coming out of the car.

When police arrived they found the SUV upside down and the taxi driver on the ground. The driver, who was not identified, was taken to the hospital in stable condition.

According to Barandon’s arrest report, she was “observed to have blood shot, watery eyes, slurred speech and a strong smell of an alcoholic beverage.”
