Hialeah Councilwoman Angelica Pacheco surrendered to the FBI on June 20 after being indicted on healthcare fraud charges accusing her of falsely billing private insurers millions of dollars for medically unnecessary services at her addiction treatment center.

She is charged with exploiting her businesses, Florida Life Recovery and Rehabilitation LLC, and four clinical laboratories to submit $19.1 million in bogus bills for substance abuse therapy, urine analysis tests and other services to multiple insurance companies between July 2017 and August 2020, according to a grand jury indictment.

Pacheco, a 37-year-old registered nurse, has pleaded not guilty to one count of conspiracy to commit healthcare fraud, five counts of healthcare fraud and two counts of wire fraud.
