Miami-Dade deputy threatened to kill 17-year-old she was sexually abusing, feds say
A Miami-Dade Sheriff’s deputy engaged in a months-long sexual relationship with a 17-year-old girl whom she threatened to kill and which culminated with the teen being involuntarily hospitalized last week for mental health treatment, according to an FBI complaint.
Carle Miranda Blum, 51, is facing charges of receipt of visual depictions involving the sexual exploitation of minors and production of visual depictions involving the sexual exploitation of minors.
“I am very disturbed by the arrest of one of our deputies....,” Miami-Dade Sheriff Rosie Cordero-Stutz said in a statement to the media Wednesday. “These allegations are not only criminal, they are a betrayal of the badge, the public trust, and the oath we swear to uphold.”
Law enforcement in Atlanta and FBI agents found videos of Blum and the victim on the latter’s iPad showing them engaging in sexual acts, and some in which Blum violently choked the teen, according to the complaint.
At one point, the girl wanted to break up with Blum, who responded via Instagram message that she would kill her if things ended between them, the FBI said.
“I will [expletive] drive my favorite knife thru your throat and twist it and watch you slowly. I swear on my grandparents,” Blum wrote, according to the complaint. She then added, “Make you suffer like you make me,” the complaint shows.
The investigation began with a tip to the Sheriff’s Office last Monday that Blum — who’s served with Miami-Dade for 29 years — was involved in a sexual relationship with the girl.
Involuntarily hospitalized
Last Thursday, July 17, the girl just turned 18 and was involuntarily hospitalized as she tried to board a plane from Georgia to Miami, according to the complaint.
But, before she was hospitalized, she checked her luggage onto the flight. The complaint states that security camera footage from Miami International Airport shows Blum arriving and picking up the baggage.
Law enforcement officers spoke to her later that day and she gave them permission to search her iPad, the complaint states.
Investigators not only found the videos, they also found messages between the two on Blum’s Instagram account, almost all of them sexual in nature. The messages contain Blum counting down the days until the girl turned 18, and several in which Blum refers to the girl as her wife, according to the complaint.
One of videos found on the iPad was uploaded in October 2024, the FBI said, showing their relationship dates back almost a year, at least, well before the girl turned 18. Agents say that the alleged acts happened when Blum traveled from South Florida to Atlanta to be with the girl.
Links to Instagram account
Investigators, including those with the Sheriff’s Office, were able to tie the username on the Instagram account, @kibblz_n_bitz, to Blum, the complaint states. She used that same username on a TikTok account that caught the attention of the then-Miami-Dade Police Department’s Professional Compliance Bureau in December 2021.
Investigators with the unit were looking into several videos uploaded by Blum, in which she was wearing her department uniform, according to the FBI complaint.
The FBI said that on Sunday, Blum flew from Miami to Georgia to be with the teen after she was released from the hospital.
Authorities said Blum, if convicted, would face a mandatory-minimum sentence of 15 years in prison, up to 30 years, for the charge relating to producing the videos. The charge for receiving them carries a mandatory minimum of 5 years in prison, with a maximum of 20 years, if convicted.
Blum’s incarceration status was not immediately available, nor was information on her legal representation.
“The actions alleged stand in direct opposition to everything we represent as law enforcement officers and as human beings,” Cordero-Stutz said. “We have assisted our federal partners throughout the investigation, and I remain committed to full transparency and accountability, no matter who is involved.”
