Twenty-three Cuban migrants came ashore on Smathers Beach in Key West about 2 a.m. Thursday, according to the Key West Police Department.

There were 21 men and two women aboard a homemade boat. U.S. Border Patrol agents processed the arrivals, who likely will be able to stay under the wet-foot, dry-foot policy, which allows Cubans to stay if they make landfall.
