Why he’s in the Food 50: Now that Stephen Starr, Philadelphia’s biggest restaurateur, has set his sights on South Florida, he’s charging our restaurant scene like a raging bull. Starr has opened four restaurants (Steak 954, Makoto, Verde, Ted’s at YoungArts) and a catering company here since 2009. He’s got two more on the way this year: Continental, a Miami Beach spinoff of one of his Philly favorites, and a French-leaning restaurant going in to the Bal Harbour Shops. And after that? “There’s more to come,” Starr teased. “Very soon.”
