Skewed priorities?

So now Medicare coverage cannot be excluded for sex-change surgery as reported in the May 31 article Medicare ban on sex reassignment surgery lifted and may have to be provided for such purely elective procedures. We cannot provide timely medical care for suffering veterans, but we need to pay for sex-change operations for people who have already lived so much of their lives in the gender they were born into. Something is seriously wrong with our priorities, or am I missing something?
