Miami-Dade County police on Tuesday shot and killed a man who they say was brandishing a pair of knives as he charged three officers — after a Taser failed to immobilize him.
Federico Osorio, 20, was killed during a confrontation with police as his mother and sister looked on. The incident took place just before noon inside a small apartment at Kendallwood Villas, across Southwest 104th Street from Florida International University’s south campus.
Police Detective Alvaro Zabaleta said a woman called police around 11:30 a.m. Tuesday saying her son “was threatening to kill” her and his sister with a knife.
When police arrived at the first-floor apartment and confronted him, Osorio became aggressive, Zabaleta said. Two officers deployed Tasers — electronic devices with fishhook-like prongs that enter the skin and emit enough electricity to stun a subject into submission.

Police, however, believe one of the Tasers didn’t operate properly. Osorio grabbed a pair of kitchen knives — one in each hand — and lunged toward the officers. That’s when one of them shot him.
“He’s deceased on the scene. Mom and sister are OK,” reported Zabaleta.
Late Tuesday afternoon, police had most of the two-story apartment complex still off-limits. Entrance was blocked with yellow crime-scene tape. Residents were required to show driver’s licenses before entering.
Police did not name the two women who remained in the apartment talking to investigators late Tuesday afternoon.
Later in the afternoon, Daniela Osorio, the victim’s sister, emerged from the apartment, and speaking briefly in Spanish, said her brother was bipolar and suffered from schizophrenia.
She said police were aware of his condition and went “a bit too far.”
Most people were just returning from work and were unaware of the incident.
One woman, whose second-floor apartment was around the corner from where Osorio lived, said police would show up as often as twice a month to try and defuse Osorio, who would get angry and lock himself in a closet in the apartment.
