The regular harvest season for Florida spiny lobster opens at 12:01 a.m. Thursday and runs through March 31. The recreational bag limit is six lobsters per person per day. Lobster divers and bully netters need a Florida saltwater fishing license and lobster permit. Lobster harvest is prohibited in Everglades National Park, Dry Tortugas National Park, Biscayne Bay -- Card Sound Lobster Sanctuary, certain areas of John Pennekamp State Park and all no-take zones in the Florida Keys National Marine Sanctuary. Biscayne National Park has extended the public comment period for the possible establishment of marine reserves (no-fishing zones) in the upcoming general management plan that guides the park for the next 15 to 20 years. The deadline for submitting comments is Aug. 17. Go to www.parkplanning.nps.gov, select ``Biscayne National Park'' from the drop-down box, then select ``general management plan'' followed by ``open for public comment.'' Dove hunters may sign up for special opportunity hunts at five premium dove fields through the Florida Fish and Wildlife Conservation Commission's Dove Club program. Hunters may obtain work sheets at MyFWC.com/hunting under ``limited entry hunts,'' then submit applications online at www.wildlifelicense.com or at any county tax collector's office or authorized license agent. Permits will be available first-come, first-served until Sept. 9.

The City of Miami and Youth Fishing Foundation will present the third annual Inter City Tire Miami Fishing Tournament on Saturday at Miamarina at Bayside Marketplace, 401 Biscayne Blvd. Team entry fee is $325 per team. Celebrate National Marina Day from 10 a.m. to 4 p.m. Saturday at Haulover Park, 10800 Collins Ave., Miami Beach. County commissioners will conduct a ribbon-cutting ceremony for the newly expanded Bill Bird Marina, and there will be fishing demonstrations, refreshments, a kite festival, kayak and canoe rides, and presentations by the Miami-Dade fireboat and ocean rescue.
