Bad USAID decision

Re the Aug. 4 article, U.S. secretly sent foreign youths in bid to undermine Cuban regime: Sounds like the administration has loose cannon incompetents in charge of USAID. In 2009 they recruited Alan Gross to certain arrest and imprisonment by his traveling to Cuba to deliver equipment, the importation of which was in violation of Cuban law, to the Jewish community there. He was arrested and, six years later, still languishes in a Cuban prison. Now they are recruiting third world country youth to go there to destabilize the Cuban government. Perhaps the United States should offer to send the person in USAID who made these stupid decisions to Cuba for imprisonment in exchange for the release of Alan Gross.
