Soccer stadium in the Grove?

The Miami City Commission has been debating what to do with the old convention center/Scotty’s Landing/Chart House site for as long as I can remember.
Why not put a glorious, waterfront soccer stadium there, and — if need be — move the City of Miami Commission chambers to Little Havana, next to Marlins Park?
