The Florida Department of Transportation’s announcement of widening the south end of Florida’s Turnpike to install two express lanes raises the question about the legality of charging for express service on what already is a toll road.
Future congestion will demand the construction of a second level as the only solution left, but what will happen then? Charge for an express floor on the express lane of the expressway?
Once it’s a paid road, there’s an obligation to keep the express function regardless of the expansions needed. The more cars that use the road, the more revenue will be reaped, but double charges should be out of the question. I think the idea is wrong and illegal.
