Tropical Storm Bertha forms off Africa

The second named storm of the 2008 Atlantic hurricane season has formed off the coast of Africa. Tropical Storm Bertha was blowing 40 mph winds about 200 miles south-southwest of the Cape Verde Islands late Thursday morning.
