Get birth certificate even without ID

Q. I need some help. I have an expired photo ID. In order to get a new ID, I need a copy of my birth certificate. To get a copy of my birth certificate I need a photo ID.

This is a serious Catch-22 as I can't get any medical treatment or anything else without proper ID. How can I fix this? Any suggestions?

A. We spoke with a representative at the Bureau of Vital Statistics for Florida's Health Department. She explained that if you do not have identification, you need to grant permission for a friend or family member, who has a valid ID to receive your birth certificate. You must write a letter to the bureau and include your name, the name of your parents, your birth date and city of birth as well as your Social Security number.

You must state that you are giving permission for your friend or family member to receive the birth certificate. And you must include a copy of that person's identification. You need to get the letter notarized and send it to the bureau. Send it to Florida Health Dept. Bureau of Vital Statistics, Post Office Box 210, Jacksonville, FL 32231-0042.
