Transit's eroding funds

Operating costs ballooned as the transit agency expanded bus service and 24-hour Metrorail and Metromover. Ridership increased more than 30 percent, but operating revenue flatlined. Most of the new riders, however, were riding for free on the expanded Golden Passport that was promised in the 2002 campaign.
