The 27th annual International Hispanic Theatre Festival launches in mid-July, with this year’s focus a tribute to Latino theater in the United States. First up is a production of <span class="bold">Miguel Piñero’s </span>gritty <span class="italic">Short Eye</span>s, a play performed in English by the Urban Theatre Movement of Los Angeles. It kicks off the festival at 8:30 p.m. July 12-13 in the Carnival Studio Theater at Miami’s Arsht Center for the Performing Arts, one of two key festival venues.
