The Dominican Republic government commission that oversees public performances is banning a Sept. 13 concert by Miley Cyrus on morality grounds.

The commission said in a statement that it took the action because Cyrus often “undertakes acts that go against morals and customs, which are punishable by Dominican law.”

Some critics have declared Cyrus’ onstage antics, including twerking and crotch-grabbing, as vulgar.

The commission in the past has banned songs it considers vulgar from the airwaves, including some by Calle 13 of Puerto Rico.

At least the sassy singer will still be able let her freak flag fly (and tongue hang out) at MTV’s always outrageous Video Music Awards Sunday night.

Among those set to perform at L.A.’s Forum: Iggy Azalea, Ariana Grande, Taylor Swift, chart-topping Aussie boy band 5 Seconds of Summer, as well as veterans Usher and Maroon 5. And, of course, there’s Beyonce, who will receive the Michael Jackson Video Vanguard Award for her career achievements. She leads the night with eight nominations, including video of the year for Pretty Hurts.

Lindsay Lohan has found love in London. In Touch has learned the actress, while across the pond starring in Speed-the-Plow, has fallen for Patrick Mahony, a divorced investment banker and father of two. “She’s living with him,” an insider tells the magazine. “She’s finally in a mature relationship with a really grounded guy.”

Like many stars, Jonah Hill is battling the bulge. But the 21 Jump Street star’s weight has been yo-yoing more than usual lately, and he is on a serious uptick. The five-foot-seven funnyman has bulked up to about 270 pounds, sources tell The National Enquirer. “Jonah is eating again with reckless abandon,” a pal told the weekly tabloid. “He looks like he’s a few steaks short of a stroke.” Back in 2011, Hill lost 40 pounds from his 250-pound frame at the urging of Moneyball co-star Brad Pitt.

So who’s next for Hollywood heartbreaker Zac Efron? Because his summer fling with Michelle Rodriguez is already in the rear view mirror, that’s a tough one to answer. The former High School Musical star is “an addicting personality, which rolls over to his women” a source tells HollywoodLife.com. “He invests into something and falls hard — fast.” Then like that, it’s over.

At least two of George Clooney’s have moved on. Stacy Kiebler has given birth to a daughter with husband Jared Pobre. And Elisabetta Canalis is engaged to orthopedic surgeon Brian Perri.

While most people are inviting friends to dump freezing water on one another, Kathy Griffin has another proposal for Nicki Minaj: a booty challenge. The comedian said after watching the rump-shaking video for Minaj’s new hit, Anaconda, she wants to go toe-to-toe with the rap diva. “It’s like the ice bucket challenge, but it doesn’t even have any charity associated with it at all,” Griffin continued. “It’s completely gratuitous.”
