U.S. policies weak, biased

President Bush may be right in his assessment that most of the ''new'' Cuban government's reforms are empty gestures. But if along with touting his accomplishments in Latin America he would only listen to most of our friends in the neighborhood -- and allies worldwide -- Bush might realize that his policy toward Cuba is precisely that, an empty and irrelevant gesture.
But when you are as good at touting as Bush is, you are seldom good at listening beyond what you want to hear.

Why is Ana Menendez surprised that there is a double standard for Haitians when it comes to U.S. immigration policy (Immigration being unfair to Haitians, May 4)? Who could not think that there is a correlation between their skin color and our no-tolerance policy?
After all, most Haitians are black while those from the other countries she mentions are predominantly nonblack.
Prejudice, in all its ugly forms, is alive and well -- or not so well -- in America.
