Miami-Dade mayor recommends contractor to oversee $1.6 billion in sewer repairs

Mayor Carlos Gimenez has formally asked the Miami-Dade County Commission to hire a firm to oversee $1.6 billion in sewer repairs over the next 15 years.

In a memo Tuesday, Gimenez recommended the commission approve a $91 million contract with AECOM Technical Services. The five-year contract would include two five-year renewal options.

The company would serve as program and construction manager for the Water and Sewer Department, which is under a federal mandate to upgrade deteriorated sewer pumps and pipes. Some of the work is already under way.

AECOM was ultimately ranked first over competitor CH2M Hill, after a lengthy solicitation that began last year and was marred by irregularities. The Miami-Dade inspector general and the county’s contracting department cleared the way for AECOM’s hiring last month.

“I think it’s actually disgraceful that we’ve had a bid dispute going for eight months,” Bill Johnson, the new water and sewer director, told a group of commissioners Tuesday.
