The commission tasked with reviewing Doral’s city charter is considering the idea of taking the mayor’s power to nominate the city manager and city attorney and spreading it across the dais to the rest of the council.
The commission, made up of local business and community leaders, met Thursday morning and talked about allowing each member of Doral’s five-member city council to nominate people to be charter officials, which include the city manager, city attorney and city clerk.
The nominations would be vetted and narrowed down by a search committee made up of members appointed by the council.
Commission chairman Jesse Jones said the idea was to include the whole council on these types of decisions and encourage more professionalism in the process.
Additionally, they plan to address adding minimum qualifications at later commission meetings.
“We’re trying to make it more professional and less political,” Jones said.
Doral has a weak-mayor, council-manager form of government. A city manager oversees the day-to-day operations of the city, and the mayor is one vote on the dais.
Eduardo Gómez, a commissioner appointed by Mayor Luigi Boria, expressed some doubt about leaving the vetting process in the hands of a committee of unpaid volunteers.
“You leave the responsibility to citizens, and they’re voluntary positions,” he said. “They don’t get paid.”
Commissioner Jerome Reisman noted that the committee members would be appointed by the council, so the quality of the committee would fall to the council.
At the end of the discussion, the five-person commission voted unanimously to have their attorney finalize charter language for the suggested change.
The commission’s work, which takes place every five years, is to review the city’s charter and suggest any changes. The commission is expected to wrap up by April, when a set of charter amendments will be finalized to be presented to the city council before the city’s voters have the final say in November.
