I have no problem with Sen. Marco Rubio insisting that undocumented immigrants be able to speak English as a condition in the reform bill. However, the June 28 letter No English requirement is wrong in claiming it is unconstitutional.
It is strange that Rubio is insisting on this requirement, since there are Cuban immigrants who have been in the United States for decades who still do not speak English. With immigration reform and Cuba relaxing the laws on leaving that country, the United States should now require the same rules for any new Cubans who wish to come here, including speaking English.
