Three people are running for two open seats on the Bay Harbor Islands Town Council.
The deadline to file paperwork to enter the election was Friday.
The candidates are:
• Incumbent Stephanie Bruder, 48, owner of the Rockin’ Massage business in the Seminole Hard Rock Cafe and Casino. She has been on the town council for eight years.
• David F. Anderson, 60, an attorney specializing in issues affecting senior citizens.
• Kelly Reid, 48, a retired police lieutenant. She served on the Miami Beach Police Department.
One of the big issues of concern is transfer of developing rights. TDRs essentially allow property owners to sell their development rights to the air above their property. The result is that the seller limits his ability to develop his own property, but the buyer gains the ability to build a larger project on his property. Some residents are concerned that bigger and denser projects could be built because of the use of TDRs.
The election is April 16. The council seats are elected at large, meaning that everyone in the town votes for two candidates, and the two with the most votes win.
The term of a town council member is four years. The council is made up of seven members, including the mayor. The two open seats are the result of Bruder running for re-election and current council member Alberto Ruder not seeking another term.
