There were two retirement systems in Florida until the 1970s. I began teaching in Dade County in 1954, and every paycheck had a deduction that went to the Teacher Retirement System. Twenty years later the Board of Administration (Florida’s cabinet) realized that the Florida Retirement System was in trouble, so they asked the teachers’ organization to agree to place the TRS into the FRS. The carrot was the promise to make future funding from educators noncontributory. I fought this proposal, but was outvoted. I’m amazed that the people affected don’t remember their history.
