Andres Oppenheimer usually includes Cuba in his Latin American comments. I’m curious why no mention is made of Castro or Cuba in his Dec. 9 article, Some Latin nations rank high in honesty, where he makes a big deal of trashing Venezuela. Could it be that Cuba is nowhere near the bottom of the rankings and is higher than his main focus, Brazil? I’m sure Cuban dictatorship pulled them way down in the ranking so I’m curious how they wound up doing so well. Mr. Oppenheimer, please comment.
