Luis Felipe Moya-Lopez, 24, was arrested at an apartment in New York after police tracked him down.

Moya-Lopez fled the scene of a crash on April 27, which put 19-year-old Eliza Gresh in a coma, according to South Miami police. She was taken to Kendall Regional Medical Center.
