Miami police shut down traffic in the downtown business district for two hours Monday over a possible threat.

Authorities were called to the Israeli Consulate building over a dispute and a possible bomb threat.

Offices in the area were not evacuated. But police closed southbound Biscayne Boulevard from Flagler Street to Southeast Fourth Street, reopening traffic just before 1 p.m.

Authorities took Bill Rolland into custody. According to his website, Rolland specializes in writing and video production work.

Police said camera bags in the building were reported as suspicious. The bomb squad inspected the bags and dismissed the threat.

The investigation is continuing and charges are pending.

“If there is a law to charge him with, definitely he is going to get charged,” said Miami police Detective William Moreno.
