    A Florida judge threw out Florida's congressional redistricting map Thursday, ruling that the Florida Legislature allowed for a “secret, organized campaign” by partisan operatives to subvert the redistricting process in violation of the state Constitution.

    Mayor Carlos Gimenez called his proposed budget a “worst-case scenario” for Miami-Dade County on Thursday, and said he would fight for union concessions to prevent the proposed cuts.
