Washington debe sacar a Cuba de la lista de los países que apoyan o amparan el terrorismo. Esta acción no debe considerarse como algo a negociar con La Habana, tampoco debe ser la consecuencia de algún gesto por parte del gobierno de la isla. Se trata de enmendar un error.
